out since 1869, notwithstanding the receipt here of the Colonial Office Circular of October 7th 1878, on which they predecessor Mr Smith. The Colonial Smith, reported practically to the effect that it could not apply to this Colony (see his letter of 18th January 1878).
There is no longer a vestige of anything in the shape of Treasury vault, strong Chest, or anything of the sort. All Government moneys are paid into the Bank daily and it seems of doubtful utility as the balance is reported to the Audit Office at the end of every month.
The balance in hand is reported by the Treasury weekly.
Better if the first return sent up in each month were transmitted home, this would serve all purposes.
If so, I shall be happy to put a further reminder on the subject that it may go home. I confess I cannot see what more can be done.
I have so informed His Excellency the Governor that the only thing he could do in the way of compliance with the regulations in question would be to report quarterly the balance in the Bank, and to call upon the Audit Office to verify it at uncertain intervals.
